Yes, Apple Music is a subscription service. By definition it requires a subscription to be able to be used. See here: link-> Apple Music - Apple
Apple Music should not be confused with music purchased from the iTunes Store.
If you already have an individual subscription to Apple Music, but want to share it with others in your family group, it needs to be upgraded to a Family Plan. Individual subscriptions cannot be shared. See here: link-> Get an Apple Music family subscription - Apple Support
