"install for all users on this computer" Greyed out while running Installer on MacOS Sierra 10.12.6

I am attempting to install an application (Jabra Direct) - I cannot continue the install beyond the 'Destination Select'. I am logged in as with an Admin user. Has anyone solved this?

I had a look in the package - it's now suddenly for 10.15 and above only, and this is confirmed in the release notes. Would be nice if they'd display a helpful message rather than just hanging (even nicer if they continued to support 10.12-10.14!)
