Startup Chime Volume

The startup chime volume is way too loud on my iMac. I've searched this, and read that the chime volume is controllable by the OSX volume. The problem with that is this: I want Big Sur to be louder than I want the chime. In other words, I want to lower the chime volume independently of what the volume is on OSX Big Sur.

iMac 27″, macOS 10.12

You can disable the startup chime in System Preferences > Sound > Sound Effects by unchecking "Play sound on startup". Otherwise you have to turn down or mute the sound before you shut down or restart then turn it back after. There is no independent control of its volume.
