Your description suggests the watch might be flipping repeatedly between charging and not charging. That tends to suggest a problem in the charging accessories, most likely a defective cable for the magnetic charging puck so that is the first place I would check. Look for fraying insulation or any signs of irregularity near the cable ends and strain reliefs.
