I want to load contacts I have on iCloud onto my i-phone 11. How do I do this ?

If the contacts were synced to iCloud (you can check by using a computer internet browser and logging into www.icloud.com and going to the Contacts app there), on your iPhone turn on Settings > [username] > iCloud > Contacts and they will sync to the the phone.
