Airpods double tap does wrong action

Brand new AirPods and set them up so double tap on Left is Pause/Play, and double tap on right is Next Track.

This works fine for awhile, and then something happens and then all of the sudden double tap on left ALSO becomes Next Track, and does not Pause/Play (they both become the same action).

If you change the action for the left to something else, and then back to Pause/Play it will work again, but within a day it will revert to both being Next Track.

Is this an AirPod issue or an iPhone issue? Should I take the AirPods back to Apple and exchange them?
