Watch: Siri not working and dictation failed Error

Siri is not working, voice memos won’t work and in messages the dictation button is not grayed out but the dictation icon at the top of the screen is orange and after speaking it says dictation failed.

I have restarted both my phone and watch, unpaired and re paired, everything is on the most recent version, Siri and dictation are on in the settings...
