iPhotos app will not work in macOS Catalina, you will need to use the Photos app to import your

iPhotos library to Photos.

Press and hold down the option/ alt key while opening the Photos app.

you will see a Choose Library dialogue, select your iPhotos library, click on Choose Library.

Your iPhotos library will now be updated for use in the Photos app.
