If I were to change my SIM card from my IPhone 7 to my iPhone XR would it save my number on the SIM card?

Yes, the number belongs to the SIM, not the phone. But....

Will only work if

a) Both phones are on the same cell carrier or

b) The XR is unlocked (carrier-free)

Note that your contacts are not on the SIM card, those need to be migrated. Holler if you need help.
