Why do I need a credit card to use my Apple credits that i got from a gift card ???

Do you have anything that requires a subscription? Apple has never outright stated why it requires a credit card, and it does talk about having an account with no payment type (I have one), but perhaps the purchase of certain kinds of things trigger requiring a payment form.
