I have a similar issue. iPad Pro meets the requirements (hardware model and software version) yet trying to download the Fitness+ yields app results in error essentially stating device is not compliant. What’s the resolution?

An Apple Watch 3 or later running WatchOS 7.2 or later is required in addition to the iPhone, iPad, or Apple TV.
If I remember correctly we went into the watch app on the iPhone, General, scroll down to Reset then selected Erase Apple Watch Content and Settings. Did not delete Carrier. After going through this process I synced the watch with the phone as if it were the first time. After doing this the Fitness+ app showed up in the App Store on my iPad. You may want to consult with a support agent to make sure I am remembering the steps correctly.

No, thank you. My setup is, and has been working just fine.

I Google’d “fitness +” and the results provided an install link. (https://apps.apple.com/us/app/fitness/id1208224953).
I’m in the US with an iPad Air 2 and 14.3 but it still won’t let me install the fitness app.

Support helped me fix the problem. What we did is delete/remove the watch from my iPhone and then sync it again. I was then able to download Fitness + to my iPad and use it on all my devices.
As I said above:
