I get a message that says I need IOS 12 or later to download an app. When I check my iPad says my software is up to date. How do I get the latest version.

Your iPad 4th generation cannot support iOS versions beyond 10.3.3 (wifi only) or 10.3.4 (wifi + cellular), because od hardware incompatibility, sorry.
