I need to reset my son's passcode since he forgot it. When I look at his iCloud account it appears a backup occurred on Dec. 5. Does that mean all the photos and videos he took on his phone will be there when I reconnect him to iCloud?

Where are you seeing his backup of his device is locked?
Does that mean all the photos and videos he took on his phone will be there when I reconnect him to iCloud?
If he is including photos and videos in his iCloud backup, they will download to the phone when you restore his iCloud backup. If he was using iCloud Photos, they should download again when he turns iCloud Photos on again in the settings.
