No Panasonic TV’s are Apple TV app or Airplay 2 capable. Many Samsung’s are though.

Your TVs need to be AirPlay 2 compatible for either mirroring the iPad or steaming something from your iPad.

Your new iPad Air 4 IS, obviously, AirPlay 2 compatible.

You need to either look at your TV's owners’ manuals or search online for the specs of your TVs to see if they are AirPlay 2 compatible.

Not all smart TVs are.

You need a smart TV and iOS device capable of AirPlay 2.

Your over 8-year old, 2012 iPad 4th generation does NOT support AirPlay 2.

Don't know about the Panasonic, but any relatively new Samsung smart tvs hav an App Store. just install the Netflix, Prime and TV+ apps directly on the TV. No mirroring necessary.
