Thanks for coming to Apple Support Communities for help today. It sounds like your Wallet app won't load and you also have an issue with it inside Settings.
Restarting was a great step. Since you aren't able to delete and re-download the Wallet app, we'd suggest restoring to factory settings. This will put a fresh install of iOS 14.2 onto your iPhone. If this is a software issue (as it sounds like), it will resolve it.
Restore your iPhone, iPad, or iPod to factory settings. Be sure and follow "Get your device ready" and make a backup.
