I can’t download apps I need because I don’t have the iOS software update 13.0

How can I get the iOS software 13.0 Update on my iPhone 5s??? I can’t download any apps that I truly need to have installed on my phone

You can't and iOS 13 is not longer available. You will have to get a newer iPhone that can run iOS 14
