I have adjusted the volume in settings. The use of side buttons is ON. The side button is set to high volume, but the alarm volume is still very low. Sometimes the first sound (for a second) is loud and then it goes very soft. What else can I try? I Will try turning the phone off and back on, but I believe I have done this before.

We understand from your post that your alarm volume is low even after adjust the volume settings. Check to see if you have Attention Awareness features enabled as described in this article. If so, disable these features and see if the issue persists.
