Can you restore an iPad without a MacBook?

You can if you have a Windows computer (PC) or a Mac, either one. Here you go. Restore your iPhone, iPad, or iPod touch from a backup - Apple Support or if you mean restore to factory, Restore your iPhone, iPad, or iPod to factory settings - Apple Support

You can use any computer with iTunes installed. If you don't have one, perhaps a friend might help. If not you can make an appointment at the nearest Apple Store for assistance.

If you forgot the passcode on your iPad, or your iPad is disabled - Apple Support
