Likely because iPhone and iPad were not designed to pair with each other in the traditional sense of Bluetooth pairing such as would happen with headphones, speakers and keyboards.

It will never pair with your iPad. If you want your watch, speaker and headphones to be paired with your iPhone, you have to put them in pairing mode per the manufacturers directions and pair them directly with your phone.

i am not getting my garmin watch, ipad and jbl speaker and headphones paired.
the Iphone continues to scan. it recognizes the ipad but cannot connect.
That is because you cannot pair and connect an iPhone and iPad. They are not designed to do that. Read what lobsterghost1 said.

Most likely too many bluetooth devices in your location.

And you have put them in "pairing mode" per the manufacturers directions? Your phone can ONLY find them IF they are in pairing mode. Simply turning them on is NOT pairing mode.
Why did you mark somebody's post as "solved?" Apparently, you still having issues with bluetooth pairing.
