That is a scam. Simply put: Apple will not send you a message about your "iCloud ID" being disabled.
What to do:
A. Report this Message:
This message you speak of is no more than a scam. So, report this to Apple and the Government (if an option):
Take a screenshot of that phone number/message and send it off to Apple.
