Changing apple country

How do i change the country or region of my iphone because everytime i go to itunes n changing country it says not available

iPhone 7, iOS 14

If you can't complete any of the steps, can't change your country or region, or you have less store credit than the cost of a single item, contact Apple Support.

If i follow the steps n get to country/region it says “I cannot change the store front information for my account at this time”
