I am unable to update by phone via my PC- It goes through the process but eventually gives me the message that Unknown error 4000

My phone device will not sync with my itunes either for Music or IOS .13.7 update

See If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support. If you're trying to update using iTunes the over the air instead, or vice versa.
