Look at Settings->General->iPhone storage. That gives you some options to reduce storage consumption.
Please see How to check the storage on your iPhone, iPad, and iPod touch - Apple Support.
In addition to the above, you will, almost certainly, need to follow the instructions in the document Clear Other storage on your iPhone or iPad - Apple Support, including making sure your iOS is up to date (13.6.1 or later).

I’m having the same problem with my 6s and it’s showing that my system is using almost 25GB!! I know it’s not right and I can’t do the update since I have no more apps I can offload!! Really frustrating!
iCloud is used for backups and syncing. Purchased iCloud storage does not expand the capacity of your phone, which will never have more storage than it had when you bought it.
