are there ways of retrieving photos once they have been deleted from iCloud ?
a couple of years ago I had some much needed photo deleted from my iPad and iCloud. is there anyway I can have those retrieved?

Once deleted from the Recently Deleted folder they are permanently gone. Even if you didn't remove them from the Recently Deleted folder, they are expunged from there after 30 days.
