Apple Watch version 1 locked
My wife bought a version 1 watch in Facebook market place but the person never disconnected it from their ICloud account
is there anything we can do or is it a paper weight now?

Activation Lock is a theft deterrent feature with no bypass or workaround.
Without the owner's authorisation (Apple ID & password), no thief or anyone including you can re-use the device.
