Unless you created the Apple ID by following the steps in the link below, you will need to add a verifiable credit card to the account before you can download anything.

Once the credit card has been verified correctly, it can be removed, and it will not ask for one again, unless a purchase is attempted and your account balance is less than the amount required to pay for the purchase.
