You can deactivate your account in case you need to recover it or delete the account.

All purchases made using an Apple ID are tied to the ID. Delete the ID and you will need to download them using your new ID. There have been posts by people who have contacted Apple Support and they were told that if you delete an ID associated with an email address, you can never reuse the email address for an Apple ID. Make sure you sign out from the places in the 4th link before deleting the ID. If you fail to sign out of your device before deleting the ID, the device may become useless.

Which to Delete:
As I said: Apple IDs cannot be merged - so, contact Apple. If you would not use the new account, then consider deleting that one.
Provide you Opinions to Apple:
If you want to let accounts to be merged, provide Apple feedback. Being there is no feedback option for Apple ID, then use the iCloud Feedback option.

Delete What Account from What?
A. Apple ID?:
Being posted in Apple ID, I'd assume you are looking to delete your Apple Account. But, why would you do that? Seems illogical to me. Doing so, you would lose all of your purchases. So, I'd double-think about that, especially if you've spent quite a bit on it all, as an Apple Account holder. All would be gone: from your iTunes Library to Applications. You'd have to purchase it all again. Note that Apple IDs cannot be merged. So, even with a new account, all would be lost.
B. Computer User Account?:
If a computer users perform this as an administrator in Users & Groups in System Preferences. You'd create a new Administrator User and then log out of it. Next, log into it on your computer (maybe transferring all files over from your current user to this new one). Then, you'd delete the user you want to create.
C. If a Web Site:
Contact the company of the Web site for assistance with that.

Getting Apple Account Assistance:
Contact Apple: This is a User-to-User Forum. Have the Apple Rep on the phone assist you with account maintenance. No one here has access to that information. Just note that as of this date, Apple Account purchases are unable to be merged. So, whichever account(s) you close, you will lose all the data on the account(s).

Note: Calls seem to be taking much longer than normal to get an Apple Rep to answer the call. And that makes sense, because many are at home at the moment (due to the Coronavirus Pandemic), hence they have more free time on their hands for a chance to call Apple Support.
You should contact Apple ID Support directly about that, only they can do that.
