Call Blocking & Identification

I had installed Hiya on my iPhone 6s Plus and upgraded IOS 13.7, only to find "Call Blocking & Identification" no longer a visible option. Its realized this only appears if a call blocking app is installed, but as Nomorobo, YouMail, and Hiya were all already installed (and updated), this shouldn't be an issue. Nonetheless, I uninstalled these and reinstalled, one at a time. This did not solve the problem.

So I have call blocking apps that previously worked just prior to the IOS update, and now, the option "Call Blocking & Identification" fails to appear. To be sure, I've gotten those words to *briefly* appear within the Settings > Phone area (above Blocked Contacts), but it disappears within a second after appearing. I succeeded once getting to tap this before it disappeared, but only saw a black screen, even after waiting a half hour for data to hopefully appear. Anybody seen this behavior and know how to correct it?

Resolved - in case others experience. The question stumped Chat Support, who was very helpful in escalating, but in the end, it was [accidentally]discovered that turning off "dark mode" (using "Light" instead) fixed.
