Help!

I can’t Download the newest update for my phone Because it keeps saying my storage is full, even though I have deleted soooooo many things off of my phone!!! How can I fix this and update my phone while making sure my personal data does not get deleted permanently?

I have tried I’ve deleted FB, IG, and SC, cleared website data on safari, deleted a lot of photos and videos, almost all unnecessary apps....yet my storage is still full and majority of the gigs are in the “other” Category. I can’t update my phone to the iOS 13.7 because it keeps saying I don’t have enough storage...so frustrating smh
