You can't. Activation Lock is an anti-theft measure that cannot be by-passed. Only the previous owner can remove the lock. If the previous owner cannot or will not remove the lock, then the watch is useless to you or anyone else. Apple will not help you find the previous owner. For more info, see:

If you are the original owner and still have the receipt, then Apple may be able to erase and reset the watch for you. If so, use the "Contact Support" link at the top-right corner of this page.
