Find and open the Phone app. Use the menu at the bottom.. select Contacts if you want to scroll thru contacts and choose someone to call. When you enter a contact's info, just tap on the phone number and it'll initiate the call.

Or select Keypad and simply dial a number, then press the call button (green circle with a white phone in it)

I couldn't tell you where it is on your device.. If you swipe on your device do get to the various pages of apps. There should be a green icon with a white phone inside it.

If you have trouble finding that, swipe downward on your screen and type 'phone' and the icon should show itself in the 'Applications' results
