By bringing it closer, it will notice a device that it gets a stronger signal from, which will help identify it. The ultimate closeness is to lay the remote on top of the Apple TV box, but that usually isn’t needed.
If you have other bluetooth devices in the vicinity (including a phone), then try to keep those away at this time, or turn them off, or turn bluetooth off temporarily.
