Can I use spotify offline if my apple watch (series 3)does not have Cellular?

I want to buy apple watch series3- to use while running. One of the features i’m looking for is to be able to use Spotify offline - let’s say I downloaded podcasts, musics etc. and I want to use the watch without my Iphone. Do I have to purchase apple watch with cellular? Or the apple watch without cellular can offer me that feature?
