Volume control of app-specific notifications (Sky News in this case)

My iPhone volume is set to 'low.' However, when I receive an audio notification (in this example from Sky News), the notification volume is maximum making me jump out of skin (luckily not literally!). Why might this be? Can apps have adjustable volume controls?

I'm suggesting as a possibility that the sound the app uses is either just louder or one that is more noticeable. If the app doesn't give you an option to change the sound, then your only other options it to turn off sounds for that app's notifications.
