How can I update with previous iOS

My phone is updated to iOS 12 how can I update to 13? My phone says that my iPhone is updated to the latest version.

iPhone 6 Plus, iOS 12

iOS 13 requires an iPhone 6s or newer. It will not run on your iPhone 6 Plus.
