There are two types of Apple Watch Series 4 relevant to your question: Apple Watch Series 4 (GPS + Cellular) requires an iPhone 6 or later with iOS 12 or later. Apple Watch Series 4 (GPS) requires an iPhone 5s or later with iOS 12 or later. So, no, iPhone 5 falls just short of what's required for the GPS version of the Series 4.
