I have 0.14 $ in US region and I want change the region but it's forbidden if i have money in this account, how i remove this 0.14 $??
We cannot do it for you. This is a user to user forum. We are not Apple support. Just other users like you, we have no access to your account. You need to contact iTunes Support directly to get it removed.
Spend it. Buy something costing that much or more.
