Can I get iOS 14 Beta on an iPhone 5s that’s running iOS 12?

Nope, sorry. The hardware of the iPhone 5s is too old and it cannot support anything above iOS 12.

iPhone 5s also doesn't support iOS 13.

Both iOS 13 and 14 is supported with the iPhone 6s / SE (1st gen) and newer.
