I have trouble downloading apps that are free on my iphone. It keeps wanting a payment method for any free app

Unless you have the None option in the payment methods, generally your account has to have a payment method.
The system is usually trying to verify that it is you trying to use the account. Verifying your payment method helps identify that it's you.
