iCloud drive doesnt turn on

I am trying to turn on my iCloud drive so I can back up my viber messages but it doesnt work. When I click the sliding icon to make it green, this happens. I need to activate this to do back ups. What to do?

Have you tried restarting the device - Restart your iPhone - Apple Support.
