How can I get my saved BACKUP FILES transferred back to my iCloud Account which was erased?

I can't get my erased iCloud Account messages to be copied back from the Backup Files in my<MAIL> application. Please help! Errico

If the emails are in the backup, can you drag them into iCloud Drive in the Finder Sidebar? Where in iCloud do you want the files?
