On the Apple TV device itself, browse YouTube and see if it is being broadcasted. You’ll always find rallies and the like being broadcasted by the news. PBS does it commonly.

As for the Apple App - not that I am aware.

You can if you subscribe to cable by signing into your local apps. Some TV Apps offer free streaming of some shows. Depends on your region also.
