Those subscriptions are optional if you want to keep ALL your music in the cloud and always accessible to all your devices. That has nothing to do with just syncing your library from Mac to iPhone.

No, you don't have to pay.
Connect your device to your Mac and use either the iTunes app or the Finder (depending on which version of macOS you have) to sync, just as you always could.
Thanks for the response. That's exactly what I had one in the past. After one of the updates (iMac and iPhone) music will not sync. Just sits there and spins (aka Windows hourglass).
The online articles state I either need an Apple Music subscription or an iTunes Match subscription.
