Try this test,

open a new blank presentation (File > New)
add a text box to the slide (Insert > Text Box) then type a few characters
with the text box selected on the slide, go to the Inspector > Animate > Build In
click the Add an Effect button then select an effect from the list
enter 1.00 in the delay box
click the Play button then click once, does it play correctly?

What object is this set for, an image, video, shape, table, chart?
