Cant send messages after turning iMessage off

On iOS 11, how can I send a SMS message to someone who has always been sent/sending as iMessage? I've turned off iMessage and when I try to send a message to this contact, it's stuck in iMessage mode to be sent.

iPhone SE, iOS 11

Turn on 'Send as SMS' under Settings > Messages
