I do not know how to enable my iTunes and app account which have been disabled

Read this support guide and contact Apple Support as soon as possible:--> If you see a message that says 'Your account has been disabled in the App Store and iTunes'

It can't be enabled from your end. Click here and contact Apple Support at a time they're open.
