Can I use credit card for payment for Apple TV from Bangladesh?

There isn't an iTunes Store in Bangladesh (nobody on here will know if/when there might be one until if/when Apple announce something), so you won't be able to buy or download iTunes/App Store content - you have to be in a country to use its store and have a billing address in that country.
