Your signature says you have an iPhone 6 Plus. The iPhone 6 and 6 Plus cannot be upgraded past iOS 12.4.7, because the aging hardware won't support iOS 13.

You can fix this (and get iOS 13) by buying a new, curren-gen iPhone that can support iOS 13. (iPhone 6s / 6s Plus / 1st gen SE and newer models)
