I have one contact that I cannot send a text to from my iPad but I can send it from my iphone

If you have an iPhone, ensure that Text Messaging Forwarding is explicitly enabled - and your iPad is selected in the associated device list:

if its a non ios user it could be because you have not set Continuity one
