contact syncing

I finally have my first Mac and for the life of me I am unable to sync my contacts between my iPhone and Mac. I have contacts set to iCloud, iCloud has been set up on both devices as well as signing out and signing back in. I even made a fresh backup in iCloud but cannot seem to get the contacts to sync onto my new MacBook Pro 2020. I log into iCloud online and it shows no contacts there but my iPhone is set to use iCloud contacts. Is there a better way to go about this?
